The header collector mufflers are typically reserved for all out race cars. In something you want to drive on the street it would be worthless. I've actually seen cars go slower with open exhaust like that...hell I didn't even like having it dump at the rear axle in one of my cars. Lots of unneccesary noise without a power gain. And the cars look much better with tailpipes anyways
Dont waste cash on shorties, get some nice 1 5/8" Long tube/full lengths, a matching off road H-pipe (or even better an X-pipe for a few bucks more), and some mufflers you like. My personal favorites are the Spintechs, but if you have trouble finding them Magnaflow also has a nice catback setup.
As far as the offroad H countering the crappy mufflers. No way. Air flow is limited by the weakest point, if you have a full race 2" primary headers, 4" collectors and y-pipe flowing through a junk muffler, thats your limiting factor.
For tires on a 15x7...eh. I'm used to 17s, but any reputable manufacturer can hook it up. Don't buy a 275 series and think it'll hook better because the tire is wider. I think Nighthawk is the leading tire guru...so I'll leave that one to him.
