I was assuming since it *is* a dry kit there's no need for a FP regulator since it's...well...dry. Correct me if I am wrong here. I won't be hosing until I know for sure the safety bases are covered.

A dry kit usually uses vacuum to increase the fuel pressure via the fuel pressure regulator. Since there is no regulator, there's no way to increase the pressure to supply more fuel while the nitrous is activated.
I know NOS made a dry kit for the specifically for the 99-04, but I don't remember how it worked exactly, but I know it was a vehicle specific kit. A generic dry kit won't work on a returnless fuel system.
