The copper violated the law because he was in his private vehicle and you weren't commiting a felony. He would have to call a marked patrol officer. But its not like you were in his way on purpose.
Many years back a had a run in with a Sheriff and a Code compliance officer. They were in a city vehicle and the cco was cutting off other drivers. He was approaching me pretty quickly on the right lane and cut me off with no signal. I got on the horn and flashed the high beams but without braking, almost hitting him. At the intersection they both got off the car and the Sheriff was asking for my dl. I refused to give it to him and told him to f*** off. He kept trying to get me to step out of the car. I was with my mom so I did not want to make it any worse and eventually steped out. He began to frisk me and told me to watch my road rage attitude.
