I have a buddy with a 95 5.0 gt. The motor is bad so he wants to put in a 347 now. it is a 347 with a z303 cam. What we are wondering is will it pass inspection?

Motor in car shouldnt matter for insp provided all the smog equit is in place. Cats etc since the 347 will have no physical (apperance) way to tell it is a stroker. If they sniff in your county again as long as the cats are in place and functioning and the motor has a proper tune you shouldnt have any issues.

Displacement of the motor isnt the issue it is tuning it correctly and have the smog items in place that will decide pass or fail

The 347 is a good idea, he just needs a cam with a friendlier profile. There are plenty of them out there, and a good tune will do wonders.

he put the 347 in with an e303. he had one laying around so he just took the z303 out. The car is balls fast.
