If you have someone port a set of stock heads don't spend much money you can get a good set of aftermarket heads for what it will probly cost to have all of the work done you will probly need done, such as guildes, opening up the seats, valve job, resurface and then the port work. I had an 86 that I raced for years that I ported the stock E6's and 86 intake, bored out the stock 86 throttle body, degreed the cam, made a set of shorty headers, off road H pipe, Flow Masters, 2.95 first gead T5 and a set of 4.10 gears. With the speed density computer and no chip just 14 degrees of timing. I would get 26 to 28 mpg at 95+ mph. I traded the car to a friend who got 29 mpg out of the car at 95 mph with 100% highway miles. It ran low 13s at 105 on street radials. If you do get a stock set of heads ported the E6 heads have the same size port, same valve size, but the combustion chamber is a high swirl design. If you have the chamber reshaped,it works very well, probly better than the E7, but it will cost you more money. The high swirl design improves the cylinder filling and burn. Basicaly makes the engine will be more efficient, it should make more power with the same amount of air/fuel. Also the 86 engines do not have any valve releafs, so if you go with any other head and a larger than stock cam you will probly need to have the pistons fly cut. The reason the 86 pistons do not have valve releafs is the valve seats are deeper in the combustion chamber, which moves them farther from the pistons. You can get a little higher compression racio because the pistons do not have the dish and the extra valve releafs of the earlier and later pistons, you would only have the valve releafs that you have cut. I would still go with an aftermarket head or possibly a GT40 or GT40P the P head is very efficent but requires headers made specificaly for the P head. It would be intresting to see what you could get out of the car on a budget with what is availible today.

My car is an '85 sonic blue coupe with 302 bored and stroked to 364, Ported Twisted Wedge heads and a BXR intake, A9M ECM with a Tweecer, C4 with trans brake, Hoosier 275/60/15 drag radials, no power adders. The car is still street driven, with a best of 10.21 at 131 mph with a 1.51 60' spinning lightly. With this combo it made a best of 460 hp and 410 lbs of torque at the wheels.
