Ok, so I'm not sure where, but evidentally there was some fine print loophole of sorts that I've been told...
IF... you CAN be claimed as a dependent by another taxpayer (most likely parents), you are not eligible for the rebate... EVEN if they DO NOT claim you.
So in my case... my parents didn't claim me, but they could have, so I'm screwed... gotta love it...
