inspection sticker

Hello, i just bought a 2000 mustang with h-pipes that dump straight down right before the rear axle. It sounds mean, but now I can't get an inspection sticker cause the guy told me they need to vent out the sides or the back. does anyone know where I can find a mustang friendly shop that can add the tail pipes then..i dont want to get anyone in trouble trying to get an illegal sticker
