Steering Column

Every time I go over bumps, and my hands arent on the wheel, the wheel goes ALL over the place...

every time I am turning, there is this clicking sound coming from the wheel.

Is there a bearing out? Does anyone else have this issue? Would this issue effect my alignment at all? I have noticed that being off too, when I just had it re-done 2 months ago.

If something can be fixed, is it expensive? Is it something I can do myself?
