throttle sticking??

when i am shifting into any gear it seems to me that the throttle sticks. i clutch it and the RPM's just stay where they were. i tap the throttle and it comes down. could this be the throttle sticking? what you all think?

You may have a binding or dirty throttle cable take it off the vehicle and inspect and lubricate it. Also with the cable off check your throttle arm on the TB to make sure it isnt sticking or binding.
