It is when you fold the bottom of your pants up so they look tight and short at the bottom. It was cool back then but looks very ghey now.

saw some dude on the A&M campus with a tight blue shirt with short sleeves and a pocket on the chest, and rela short shorts pegged. had his long socks pulled up his shin, and wearing his adidas...

he was older.. probably close to his late 30's. made me laugh.
