TPS problem...need help please!

My TPS (throttle body sensor) is running at 13% and will not zero out. I've replaced it 3 times with the same end result. Does anyone have any ideas or suggestions?

mis adjusted idle screw???? that's a lot though... check your throttle cable for any kinks or something i guess..... start with that.. maybe check your throttle pedal

Weird, I had one do that... However I replaced it and no problems. Make sure you clean everything.
